ADR 2025 – New Rules for Transporting Asbestos Waste in the UK
ADR governs the transport of dangerous goods, including asbestos waste. In 2025, packaging, labelling and documentation rules tightened.
Key requirements
- Secure packaging with approved bags or containers.
- Correct hazard labels and UN numbers (2212/2590).
- Waste transfer notes that meet updated standards.
- Licensed waste carriers only.
Who needs to comply?
Any contractor or business producing asbestos waste, even small jobs like roof sheets or flues.

Transporting Asbestos FAQs:
Can I transport asbestos myself?
You don’t need a waste carrier licence if it’s your own domestic waste and it’s not part of a business. However, you must double-wrap/label it, prevent fibre release, and only take it to a site that is licensed to accept asbestos waste. You can’t just put it in normal rubbish or take it to any tip. If the asbestos waste comes from work activity (builders, landlords, etc.), or if you’re transporting someone else’s asbestos waste, you must be a registered/licensed waste carrier.
Does ADR apply to small jobs?
Yes, all asbestos waste.
Do I need to notify anyone?
A consignment note is required; ACS handles this.
